Why are more people failing B1?

Between 2021 and 2025 the average pass rate for Staatsexamen NT2 Programma I fell from 61% to 51%. Listening fell hardest: 66% to 43%. In its own annual report, CvTE writes that it has no explanation and is commissioning research.

What we do know
- B1 sittings are almost **six times** what they were in 2021.
- That follows the Wet inburgering 2021, which made B1 the target level.
- CvTE notes the **share of resitting candidates has risen**.
- At B2 the average held around 60% — the fall is concentrated at B1.
What it means for you
Practically: do not assume B1 “usually works out”. About half of all attempts do not pass, and the two parts that fell fastest — Listening and Reading — are precisely the ones most courses spend least time on.

- Put your practice time into Listening and Reading; that is where the fall is.
