B1 route, education route or Z route: which is yours?

The Wet inburgering 2021 has three routes. In the B1 route and the education route you sit Staatsexamen NT2 Programma I at B1. In the Z route you do not sit that exam: it is for people for whom B1 or the education route is too demanding, and you work towards A1 or A2. Your municipality sets your route after the broad intake and the learnability test.

How your route is chosen
After your broad intake and the learnability test, the municipality records your route in your personal Integration and Participation Plan (PIP). If you disagree with what it says, you can object — the PIP decision itself explains how.
If B1 proves out of reach
If you have had at least 600 hours of Dutch lessons and B1 proves unreachable, sitting the exam at A2 can come into play. That is an assessment, not a personal choice; discuss it with your municipality and DUO in good time.

- Not sure of your route? Ask your municipality for your PIP — it is written there.
- If your route feels too hard or too easy, raise it halfway, not in the final year.
- In the Z route you do not sit the NT2 exam — but language stays part of your programme.

Yes. The decision states how and within what deadline.
