Spotting language-school fraud: 6 red flags

Fraud in integration education is not a fringe problem: prosecutors demanded 15 months in 2023 and four years in 2024, and the inspectorate received 390 reports in two years. Important to know: a Blik op Werk quality mark is no guarantee — a school in a fraud case held one.

The six signals
- **You are offered gifts or money** to enrol. Of the 390 reports, 108 concerned gifts to students.
- **You sign for lessons you did not attend.** 96 reports concerned lessons billed but never given.
- **Someone else holds your DigiD** or manages your DUO loan. That is never normal.
- **A guaranteed diploma.** One school earned €2.8 million arranging fast diplomas.
- **“Real exam questions” as course material.** In one case exam questions were filmed with hidden cameras.
- **Pressure to sign now**, pay cash, or transfer your loan in one go.
What it costs you
At one school the FIOD calculated that more than 60% of revenue — at least €1,231,250 — had been wrongly claimed. That money comes from loans held in migrants' names. You are left with the debt and without the lessons you needed.

- Never sign an attendance list for a lesson you did not attend.
- Give your DigiD to nobody — not a school, not an intermediary.
- Ask your municipality for help choosing a school, and report anything that looks wrong.
- Keep your own records: contract, lesson hours, payments.

Start with the quality mark, then check timetables, the contract, and whether you control your own credentials. Ask your municipality for advice.
I am unhappy with my course but still have to pay. What now?
Raise it with your municipality; they can look at your route and your offer with you.
